Festival and 4th of July Parade
The
Independence Day Parade will begin at 9:00 AM and will run from First Baptist N
on Blanding to Palmetto Street. This annual event features an array of marching
units, vehicles, floats and horse troops. Parade usually lasts an hour to an

Our Country Day-
Keystone Heights
The City of
Keystone Heights Community Redevelopment Advisory Board and Clay County Tourist
Development is sponsoring "Our Country Day" on July 3rd and 4th. On July
3rd there will be a street dance at Village Plaza from 7:30 to 11:30 PM.
On July 4th, at the Theme Park, there will be be a 5K Run beginning at 7:00 AM
for sign-in with the actual run beginning at 8:00 AM. A craft show will be
held from 9:00 AM to 4:30 PM. George Britt will be providing music from
9:00 to 11:00 AM and from 2:00 to 4:00 PM. At 10:00 AM there will be a
"Baby Crawl". The parade will begin at 11:00 AM. Open House at the Fire
Station will begin at 12:00 PM. At 1:00 PM there will be a dog show.
The celebration then moves to Twin Lakes Park for live music by Wild Fire and
Friends followed by Fireworks at 9:30 PM.
10th Annual “American Pie
4th of July” Celebration
The 10th annual “American Pie 4th of July” celebration will be held on Saturday,
July 4th beginning around noon at the Moosehaven Retirement Community on Hwy. 17
in Orange Park. The festivities are free and open to the public. Activities will
begin with a parade at 2:00 p.m. from the Orange Park Kennel Club along River
Road to Kingsley Avenue and will also include arts, crafts, food vendors, games
and contests for children along with live entertainment. A fireworks show will
conclude the celebration from around 9:30 p.m. to 10:00 p.m. River Road will be
closed to traffic from Kingsley Avenue north to Wells Road. No docking
facilities will be available and boaters will be kept at least 800 feet away
from the fireworks barge. Boaters are asked to proceed at idle speed while
operating in this area to protect any manatees in the area.
Appointments for
the 2009/2010 Charter Review Commission
Section
4.2:B(1) of the Clay County Home Rule Charter (the Charter) requires that the
Board of County Comissioners (the Board) appoint a Charter Reviw Commission (CRC)
consisting of fifteen (15) electors of the County at least twelve months prior
to the general election occurring in 1994 and in every fourth year thereafter.
The next general election in the four-year cycle will occur in November 2010.
Once The 2009/2010 CRC has been appointed, they will meet for the next several
months to study the Home Rule Charter and bring forth any revisons they
determine should be placed on the November 2010 general election ballot. Anyone
interested in serving on the CRC must fill out the on-line committee application
and submit it for the Board's consideration at a future BCC meeting. You may

Clay County Government Announces the Following Changes in Hours of Operation
Over the 4th of July Holiday
Green Cove Springs Florida-
All county government offices will be closed on Friday,
July 3, 2009 with the exception of Clay County Animal Care & Control, 3984 S.R.
16 West, Green Cove Springs. Animal Care & Control will be open from 10 a.m. to
4 p.m. Please note: The division will not be open on Saturday, July 4th.
Advanced Disposal Services will collect residential wastes and recyclables as
usual on Friday, July 3rd.
On Saturday, July 4th, Rosemary Hill Solid Waste Management will be open from
7:30 a.m. to 3 p.m. All Environmental Convenience Centers will be closed on
Saturday.
Mosquito Spraying in
Clay County
The County’s Public
Works/Mosquito Control division is using voter precincts to break down blanket
spraying to combat an influx of mosquitoes that have hatched following the heavy
rainfall over the past few weeks. The rain and flooding has resulted in an
increased volume of standing water -- the perfect breeding ground for mosquitoes
and their eggs. Please click on the above link for a map indicating the areas of
the county that have received blanket spraying of mosquitoes based on landing
and trap counts in their area.
Residents are encouraged to protect themselves by remembering the 3 D’s – Drain,
Dress and Defend.
Drain - Any item that can collect water can breed mosquitoes. Change water in
bird baths, dispose of tires (tires can breed thousands of mosquitoes), check
and empty children's toys that are laying in the yard, pick up debris from the
yard and empty other items such as barrels, buckets & garbage can lids.
Dress- Wear light colored, loose fitting clothing. A mosquito can bite through
tight-fitting clothes. When practical, wear long sleeves and pants.
Defend - Choose a mosquito repellent that is registered by the EPA, they pose
minimal risk for human safety when used according to label directions. Three
repellents that are approved and recommended are: DEET, Picaridin and Oil of
lemon eucalyptus. When using these read the directions on the label carefully
before applying. Apply only to exposed skin not on clothing. Don’t forget “man’s
best friend” – mosquitoes carry dog heartworm.
Residents Encouraged to Report
Flood Water Related Damage to Local Authorities
Clay County Emergency
Management is continuing to monitor local flooding caused by the recent heavy
rains and run-off in the area of Black Creek. Although Black Creek crested prior
to the Memorial Day weekend and the chance of rain has declined, many residents
in low-lying areas may still be assessing any damage caused by flood waters to
their property, homes and docks.
Emergency Management officials encourage residents to report any flood related
damage as soon as possible to the county’s emergency management department at
904-284-8735.
Homeowners should be prepared to provide detailed contact information, general
home damage estimates, displaced occupants, etc. With this information in hand,
emergency management will be able to pursue whatever assistance is made
available through the state or federal government to areas affected by these
prolonged storm conditions.
Rescheduling of June 23,
2009 BCC Meeting
The Board of County Commissioners at their regularly scheduled Board Meeting of
April 28, 2009 voted to reschedule their meeting of Tuesday, June 23, 2009 to
Tuesday, June 30, 2009, 2:00 p.m. in the BCC Meeting Room, fourth floor of the
Administration Building, 477 Houston Street, Green Cove Springs, Florida, 32043.
The meeting is open to the public, and all interested persons are invited to
attend.
St.
John's River Water Management District (SJRWMD) New Landscape Irrigation Rules
The SJRWMD has amended the landscape irrigation rules.
The new watering regulations limit landscape irrigation to no more than two days
a week during daylight saving time and no more than one day a week during
Eastern Standard Time. Further changes include a watering schedule based
on odd/even/no address system; no watering between 10:00 AM and 4:00 PM; limits
of three-quarters of an inch of water per zone per scheduled irrigation day and
no more than one hour per irrigation zone per scheduled irrigation day.

Florida Department of Transportation
(FDOT) Highway Safety Memorial Markers Program
On March 10, 2009 the Clay County Board of
Commissioners adopted the Florida Department of Transportation (FDOT) Highway
Safety Memorial Markers program. This will allow for the placement of Memorial
Markers caused by traffic accidents on Clay County maintained road Right of
Ways. The public may request a Memorial Marker through the county website
or by contacting the Clay County Public Works Department. All procedures and

Community Emergency Response Team 2009 Schedule
The Clay County Division of Emergency Management will be
offering a free eight week course, which consists of one class per week,
covering Disaster Preparedness, Fire Suppression, Disaster Medical Operations,
Treating Life Threatening Injuries, Light Search /Rescue, Team Organization and
Emergency Response to Terrorism. Listed below is the 2009 class schedule,

BCC Seeks Volunteers for Planning District Citizens Advisory Committees (CAC)
Clay County is geographically divided into
seven planning districts: 1) Doctor's Inlet/Ridgewood; 2) Fleming Island; 3)
Green Cove Springs; 4) Keystone Heights; 5) Middleburg/Clay Hill; 6) Orange Park
and 7) Penney Farms. The Board of County Commissioners and Clay County Planning
Commission are currently seeking six to ten volunteers for openings on Citizen
Advisory Committees (CAC) for six of the seven districts listed above. The
Fleming Island CAC currently has full membership. If you are interested in
participating in the county comprehensive growth management plan for the
district in which you reside, please submit your application on-line by clicking

CR 220/Baxley Intersection Improvements - Starting July 06, 2009, from 9 A.M. to
4 P.M., Monday thru Friday, lane closures will be in effect on CR 220 and on
Baxley Road. Traffic will be controlled by Flagman. Expect moderate delays
during these hours.
CR 220 Road Improvements – Starting July 06, 2009, from 9 A.M. to 4 P.M., Monday
thru Friday, periodic lane closures will be in effect on CR 220, from west of
Knight Boxx Road to College Drive. Traffic will be controlled by Flagman. Expect
moderate delays during these hours.
CR 220/CR 209 Intersection Improvements – Starting July 06, 2009, from 9 A.M. to
4 P.M., Monday thru Friday, lane closures will be in effect on the northbound
lane of CR 209, from Aspen Forest Road to the intersection; and on CR 220, west
of the intersection to Rideout Ferry Road. Traffic will be controlled by
Flagman. Expect moderate delays during these hours.

Blanding Boulevard resurfacing from the Duval County line
and Kingsley Avenue (Clay County)
Single lanes in both directions are scheduled to be closed between 9:30 p.m. and
5:30 a.m. from Sunday, June 28 through Thursday, July 2. The project should
finish this fall.
U.S. 17/Doctors Inlet Bridge widening between Milwaukee Avenue and Creighton
Road (Clay County)
Single northbound lanes are scheduled to be closed from Sunday, June 28 through
Friday, July 3 from 7 p.m. to 5 a.m., and single southbound lane closings are
scheduled to be closed from Sunday, June 28 through Saturday, July 3 from 8 p.m.
to 6 a.m. The projected completion time for this project is the winter of 2010.
U.S. 17 resurfacing between C.R. 220 and Creighton Road (Clay County)
Night lane closings are scheduled from Sunday, June 28 through Friday, July 3.
Northbound lanes will be closed between 7:30 p.m. and 5 a.m., and southbound
lane closings will be closed from 8 p.m. to 7:30 a.m. This project is scheduled
to be finished in the winter of 2009.
Black Creek Bridge replacement project on S.R. 21 in Middleburg (Clay County)
Single lane closings in both directions may occur between 8 p.m. and 6 a.m. from
Monday, June 29 through Friday, July 3. This project should be finished in the
spring of 2010.
S.R. 21 near C.R. 215 (Clay County)
One southbound lane will be closed daily (Monday through Friday) between 9 a.m.
and 3 p.m. through Friday, July 10 for roadway maintenance work.
